H.E. Sayyid Salem Muslim Al-Busaidi
Undersecretary for Administrative Development at the Ministry of Civil Service and Vice Chairman of the Institute of Public Administration

His Excellency Sayyed Salem Muslim Al Busaidi has been the Undersecretary for Administrative Development at the Ministry of Civil Service since July 6th 2009, and is also the Vice Chairman of the Institute of Public Administration, and the Head of the Committee for University Scholarships.

He started his career in 1988, working for the Ministry of Foreign Affairs, and was appointed as Advisor for the Embassy of the Sultanate of Oman in the United Kingdom in 2005. 

H.E. Sayyed Salem is a founder and partner of several companies in the private sector, and was a member of the Board of Directors of Bank Dhofar and their Investment Committee between 1995 and 2003.

H.E. Sayyed Salem Al Busaidi has been a member of numerous committees and task-teams, whose aim it was to develop government performance and human resource development. He headed the team which reviewed recommendations regarding government performance conformance, and chaired the Public Administration Institute’s Development Committee. Today, beyond being the head of the Quality Committee in the Ministry of Civil Service, His Excellency is also a member of the Committee that studies the specialisations of various stakeholders in the education sector, and their alignment with the specialisations of the Education Council. He is furthermore a member of the Steering Committee of the policies and programs relating to the development of government performance and e-government for the Sultanate’s ninth five-year plan, a member of the supportive Committee implementing the balance of programs and performance, as well as a member of the Preparation Team of the National Report of Human Development in the Sultanate. He is also a member of the Consultation Committee of the National Programme for Leadership and Competitiveness.

H.E. Sayyed Salem was awarded the Oman Civil Order (Third Class) on the 40th National Day.

H.E. Sayyed Salem has participated in numerous seminars and conferences locally, regionally, and internationally, presenting various working papers and presentations which focus on administrative and human resources development. He has also written specialised articles on topics to human resources. 

In 1987, H.E. Sayyed Salem earned his Bachelor's degree in a Law from the Mohammed V University in Morocco, and obtained his Diploma in Diplomacy from the University of Oxford in 1994.
